Instructions
1. In a large pot, cook the ground beef over medium heat until browned.
2. Add the onion, green bell pepper, and garlic. Cook until the vegetables are tender.
3. Stir in the chili powder, cumin, paprika, salt, and black pepper.
4. Add the kidney beans, pinto beans, tomato sauce, diced tomatoes, and water. Bring to a boil.
5. Reduce heat to low, cover, and simmer for 2 hours, stirring occasionally.
