Instructions
1. In a mixing bowl, whisk together cocoa powder, sugar, and vegetable oil.
2. Beat in eggs one at a time, then stir in vanilla extract.
3. In another bowl, combine flour, baking powder, and salt. Gradually add to the cocoa mixture.
4. Cover dough and chill for at least 4 hours or overnight.
5. Preheat oven to 350°F (175°C). Line baking sheets with parchment paper.
6. Roll dough into 1-inch balls and coat each ball in powdered sugar.
7. Place on prepared baking sheets and bake for 10-12 minutes.
8. Let cool on the baking sheet for a few minutes before transferring to wire racks to cool completely.
